At this point, there won't be a postal rate increase next year, and therefore
no new mail-use stamps.
That's what the Postal Service calls the stamps that it issues for use on the mail.
The other stamps -- commemoratives -- are issued mostly for collectors and special
interest groups. Yes, they can carry mail, but...
Some collectors specialize in these "definitive" stamps, as they're called.

The Forever stamps are definitives, but the only Forever stamps for the first few years
were the Liberty Bell stamp in pocket-sized sheets. Last month, the Postal Service added
new designs, four evergreens.
But many mailers prefer ROLLS of stamps, and Forever stamps haven't been available in
that format.
That will change December first. The U-S will issue a flag Forever stamp and a Statue
of Liberty design, alternating on the same rolls.
They'll be printed by three different companies, which means there will be many varieties --
enough to keep definitive collectors happy for a long time....maybe even Forever.
