Duck and cover
The Stamp Collecting Report, I'm Lloyd de Vries.
Each year, the U-S Fish and Wildlife Service issues a Migratory Bird Hunting and
Conservation stamp, which hunters attach to their licenses to show that they've paid
the appropriate fees. Stamps used to show the payment of fees OTHER than postage are
called REVENUE stamps....and THESE are called "Duck stamps" for short.
The Postal Service is among those who sell these 15-dollar duck stamps, but the stamps
can't be used for postage. Collectors who want a duck stamp canceled with a special
postmark on the first day it goes on sale have to include a regular postage stamp on
their envelopes.
For the past few years, there have been postal clerks on the first day of sale at some
Bass Pro Shops outdoor sports stores. But this year, there's some confusion about how
many of the Bass stores and which ones will have the Postal Service present to provide
cancellations.
It's likely recent postal budget cuts are to blame.
As Daffy Duck would say, "it'th dethpicable."
