Imagine you're in a world where no U-S stamps are scheduled for release in March. No
commemoratives, no stamps for the new rates that kick in on May 11th.
That rate change is the reason. The Postal Service doesn't want to get stuck with a
bunch of 42-cent stamps when the new first-class rate goes into effect. Neither do
mailers.
And there wasn't enough time from when the increase was announced in early February to
produce stamps before late April at the new rates.
We're going to see this scheduling pattern for some time.
Since this new schedule went into effect, there HAS been at least one commemorative
stamp each year in March -- at a major New York stamp collecting show, which the
Postal Service co-sponsors. But this year, the show was pushed back to April.
So March falls into the New-Stamp Twilight Zone.
